Terri Pemberton is General Counsel for the Kansas Municipal Energy Agency (KMEA).  She received her Bachelor of Business Administration degree, with emphasis in Accounting, from Washburn University, and her Juris Doctorate, with Certificate of Natural Resources Law, from Washburn University School of Law.  She is licensed to practice in both Kansas and Missouri.

Terri started her legal career as a staff attorney for the Kansas Corporation Commission (KCC).  She then entered private practice where she focused on the areas of Administrative Law, Corporate Counsel, and Public Utility Law & Regulated Industries.  In this capacity, Terri was a shareholder in Cafer Pemberton LLC, and represented investor-owned utilities, electric cooperatives, independent transmission companies, and independent power producers in connection with the development, financing, operation, and divestiture of a wide variety of electric assets. Prior to joining KMEA, Terri was the Chief Litigation Counsel for the KCC, responsible for a team of attorneys representing KCC Technical Staff on matters involving public utility regulation, oil and gas production, and motor carrier matters.

Terri is on the Board of Governors for the Kansas Bar Association, and is a past president of the Administrative Law Section of the KBA.  She also sits on the Board of Trustees for the Kansas Bar Foundation, and is a member of the Topeka Bar Association and the Energy Bar Association.
