The City of Lincoln is Hiring City Superintendent

 Position Summary 

Under the Governing Body’s supervision, the City Superintendent supervises and participates in the construction and maintenance of municipal public works. This is administrative work concerned with the development, construction and maintenance of varied public works activities.  The employee of this class supervises the city’s divisions of street and park maintenance, sewage treatment, electrical distribution, water production and distribution, and swimming pool operations.  Work involves the application of acquired administrative and supervisory skills in the development of public works projects and the supervision of primary operations.  The employee in this position is responsible for other duties as spelled out by city codes.

Examples of Work (Essential Functions)

*Supervises and evaluates all Public Works Employees;

*Plans, assigns, and supervises street and park maintenance, sewage treatment, electrical distribution, water production and distribution, and swimming pool activities;

*Participates in related public works activities especially in the area of electric distribution, water systems, sewer systems;

*Responsible for the maintenance of city buildings, parks and cemetery;

*Inspects assigned work for achievement of objectives and standard of performance;

*Operates related equipment as required;

*Prepares and delivers a monthly report to the Mayor and City Council;

*Attends monthly council meetings;

*Performs various other responsibilities as spelled out in City Code;

*Performs other duties as required;

Additional Examples of Work

*Assists the Governing Body in planning maintenance and new construction in all areas of the Public Works Department;

*Assists in development of costs of planned maintenance and new construction projects;

*Assists in the purchasing of all necessary equipment and supplies required for his department;

*Assists in resolving customer complaints and requests;

*Responsible for all disconnects and reconnections for customer utilities;

Position Requirements

Experience:  The employee in this position must have at least five years experience in municipal public works or comparable experience in related fields.  Thorough knowledge of construction and maintenance methods, materials and equipment as employed in related municipal public works activities.  Thorough knowledge of city codes and laws and other influencing governmental laws, rules, and regulations relative to planning, development, construction and maintenance of municipal public works.  This employee must have the ability to layout, schedule, coordinate and supervise the activities of several operational units engaged in public works construction and maintenance.  The ability to operate job related equipment, to make emergency and general repairs to equipment, and to establish and maintain effective working relationships with city officials, employees, professional engineers, fellow contractors and the general public.

Education: High school diploma or GED required. Considerable experience in increasingly responsible technical supervisory and administrative capacities on construction and maintenance work preferably similar to or of a municipal public works nature and graduation from a standard high school or vocational school: or any equivalent combination of training and experience which provides the required knowledge, ability and skills.  This employee must have, or be willing to get the required operated licenses for water system and wastewater treatment.

Additional Requirements: This employee must possess and maintain a valid motor vehicle license. A current CDL license is preferred, but not required.

Problem Solving: Problem solving is a factor in this position.  Problems include supervising the repair of water, sewer, electrical lines when required and in adverse weather conditions or any other job that subordinate employees may have a problem with.

Decision Making: Extensive decision making is a factor in this position.  Decisions include determining what needs to be done in emergency situations in all departments of the city operation.  Making decisions affecting uninterrupted service to public is essential.

Accountability: The employee is responsible for budgetary control of all areas under his supervision and participates in the annual departmental budget process.

Supervision: There is very little supervision in this position.  Job related decisions are reviewed by the Governing Body.  The employee has supervisory responsibility over subordinate personnel.

Personal Relations: Frequent contact with other city departments and the general public.

Working conditions: Adverse weather conditions and working with live power lines and electricity are factors in this position. Afterhours and weekend emergencies are a factor in this position.  Residency within 15-minute response required.  Personal telephone is required.

Physical Requirements: The ability to assist all employees who might require help in the performance of their respective jobs. The ability to exchange ideas by means of written or verbal communication, conveying detailed or important instructions to other workers and the general public.
