Position Description
Position: Rate Analyst
Department: Regulatory & Rates
Reports to: Manager, Regulatory and Rates
FLSA Status: Exempt
Essential Functions & Responsibilities
- Analyze and interpret utility rate data
- Input utility data into financial models and cost-of service models
- Assist in forecasting rates and revenue requirements for member cities
- Provide rates modeling support for member cities
- Perform or coordinate cost of service and rate design studies for member cities
- Provide guidance on rate strategies, cost allocations, and industry trends, and impact on KMEA and its member cities
- Coordinate responses to member city inquiries regarding regulatory activities and rate questions
- Assist with other analytical work to support other initiatives
- Maintain relationships with industry peers to stay abreast of new regulatory and rate issues
Supervisory Responsibilities
This position has no supervisory responsibilities.
Qualifications
Candidate must possess a bachelor’s degree in business, economics, engineering or technical area or have five or more years in the field or in a related area. A suitable combination of education and relevant experience will be considered.
Candidate must possess analytical skills with proficiency in data manipulation, statistical analysis, and modeling techniques and have an understanding of financial principles including financial forecasting and cost allocation.
The candidate must be proficient in the use of Microsoft Office applications, including Excel, PowerPoint, Word, and Outlook, and have the ability to learn and adapt to other industry-related, proprietary software.
Candidate should exhibit extensive knowledge of commonly-used concepts, practices, and procedures within the Energy and Gas industry, and knowledge of accounting theory and energy markets. Knowledge of cost-of-service and rate design is preferable.
Must demonstrate ability to prioritize workflow and organize diverse material and ability to handle multiple, competing and changing priorities; ability to perform effectively without supervision and within established time limits and ongoing deadlines.
Must possess and maintain a valid driver’s license.

Physical Demands
While performing the duties of this position the employee is regularly required to remain stationary for prolonged periods; move about inside the office to access office machinery, including but not limited to file cabinets, including the ability to position self to maintain files in file cabinets; communicate information and ideas both in person and over the phone; exercise both near and far visual acuity; operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer; Additionally, the employee must occasionally lift and/or move up to 25 lbs.; be able to drive or ride in a motor vehicle; and have the ability to travel, sometimes with short notice, for periods of short duration.
