A little bit about the EMP1

Energy Management Project No. 1 (EMP1) was officially created in January 2006, by a set of agreements between KMEA and five member cities: Baldwin City, Gardner, Garnett, Osawatomie, and Ottawa. In 2016 the city of Pomona joined the group and in 2017 the city of Prescott became a member.

The participating cities share capacity and exchange energy at agreed upon pricing, while jointly planning future electric power supplies. EMP1 utilize KMEA operations central dispatch center.  Under the EMP1 agreements, project cities’ loads are forecasted and aggregated to a single load which is then submitted to the Southwest Power Pool (SPP) for clearing in the Integrated Marketplace (IM).  Additionally, each city’s resources, whether contracted or generation, are scheduled or offered in the IM.  KMEA also manages transmission congestion hedges as specified by protocols developed by each EMP group.

The EMP1 group meets monthly. This month the group met on March 28th at the KMEA office in Overland Park. During the meeting KMEA staff shared a monthly load cost review for each city individually, TCR (Transmission Congestion Right) reports, SPP integrated Marketplace review, and more. Jeff Oleson, the Assistant Director of Utilities for the City of Ottawa is the EMP1 Chair currently and Joe Owens, the Director of Electric Generation for the City of Garnett is the vice-chair.

The EMP1′ s resources include Buckeye Wind, Dogwood, GRDA, Marshall Wind, SPA and WAPA.

Keeping up with KMEA

 

On March 15th the City of Russell hosted the second KMEA 101 session this year. Staff from the cities of  Chapman, Hoisington, Osborne, and Russell were in attendance. The first session was held at the KMEA office on February 8th. The cities of Coffeyville, Girard, Goodland, and Ottawa were present. KMEA Staff organized these presentations in an effort for our member cities to obtain more knowledge about the electric industry and KMEA as an organization. Some of the topics discussed during the presentation were KMEA operations, projects and resources, services provided by KMEA, the roles of NERC (North America Electric Reliability Corporation) and FERC (Federal Energy Regulatory Commission), and the SPP (Southwest Power Pool) market and how it operates.

The City of Russell is Hiring Electric Serviceman

The City of Russell is seeking professional and community-oriented individuals for a full-time Electric Serviceman position.

Under the direction of the Electric Utility Director and Distribution Superintendent. The Electric Serviceman position involves skilled and technical electrical work in the installation, maintenance, and repair of the City’s distribution system, electric generators, meters, and related equipment. Primary duties include the installation, testing, inspecting, and repairing of electronic revenue metering equipment including instrument transformers, and related hardware. Assist with operating meter/instrument rated test equipment required to test and diagnose electric metering circuit and equipment. Work with alternating current (AC) and direct current (DC) circuits from 48 to 600 volts. Service work to maintain and troubleshoot the electric distribution system.
Must have a Journeyman Lineman Certification and graduated from an accredited college or university with an AAS in Electrical Technology or equivalent combination of education, training, and experience.
Applicant must possess a high school diploma or G.E.D. and have a valid Driver’s License with the ability to obtain a Class A Commercial Driver’s License within twelve months of employment. Applicants must also establish residency in the City of Russell 6 months from hire date. Pre-employment drug screening and job placement assessment are required.

The City of Russell is Hiring Power Plant Relief Operator/Mechanic

The City of Russell is seeking professional and community oriented individuals for a full-time Power Plant Relief Operator/Mechanic position.

Under the supervision of the Electric Production Superintendent, the Power Plant Relief Operator/Mechanic performs work related to the electric power plant equipment, gas turbines, reciprocating engines, auxiliary equipment, building, and grounds. The employee in this position is responsible for maintaining continuous operation of the generating units in the various locations of the City’s generating plants, monitoring the City’s connection with other electric utility systems, and delivering the necessary electrical power to the City’s electrical system. The employee is expected to select the appropriate combination of prime movers and related auxiliary equipment to produce electrical energy. The employee is also expected to monitor equipment operations hourly for any possible malfunctions and to take corrective action should malfunction occur.

Kansas Municipal Gas Association Celebrates Natural Gas Utility Workers’ Day on March 18

KMGA will observe the national Natural Gas Utility Workers’ Day on March 18, 2023.  This is the eighth year in which Natural Gas Utility Workers’ Day has been officially celebrated across the country. This day of recognition is a time when communities such as ours give recognition to the employees who provide one of their most valuable assets—their natural gas utility.

The official Natural Gas Utility Workers’ Day is March 18 because that is the date of the New London, Texas school explosion in 1937 that led to the widespread odorization of natural gas and an increased emphasis on safety. Safety is a vital aspect to natural gas distribution and the employees of distribution companies endeavor to make natural gas delivery as safe as possible.

Baldwin City Approves New Substation

Baldwin City council members recently agreed to move forward with plans for a new substation, to be located at 1st street and Hwy 56.  Mike Schmaderer with KMEA Mid-States presented the project to the council members at their March 21st meeting, where it was met with unanimous approval. KMEA Mid-States will provide engineering and construction of the substation project along with assistance in procuring a 20 MVA transformer.

DOE Announces Initial Funding for New $1 Billion Bipartisan Infrastructure Law Program to Improve Energy Systems in Areas with Less Than 10,000 People

WASHINGTON, D.C. — The Biden-Harris Administration, through the U.S. Department of Energy (DOE), today announced $300 million for projects that increase energy affordability and promote climate resilience and $15 million for a prize competition to help rural communities build the capacity needed for clean energy development and deployment. These two new funding opportunities are a critical component of President Biden’s Bipartisan Infrastructure Law-funded Energy Improvements in Rural or Remote Areas (ERA) program, which aims to improve the resilience, reliability, and affordability of energy systems in communities across the country with 10,000 or fewer people. Today’s announcements will help deliver local community-driven energy projects in rural and remote communities and reflect the President’s unwavering commitment to ensuring no community is left behind in the nation’s historic transition to a clean energy future.
